city water connection
When I connect to city water it fills my black water tank. I'm thinking there must be a valve open or something like that. any possibility the Black flow valve on the pump system is bad?

city water shouldn't have any direct connect to the black tank. Do you see water flowing down the toilet? Did you mistakenly connect to the black tank flush?

Hi Seavilla, and welcome!
I'm going to guess (as Manitou mentioned) that you are "filling your fresh water tank" via the black tank flush instead of the fresh water fill.
I can't see what year your Chinook is (that would be helpful), but on my '99 the black tank flush is way back on the driver's side almost to the taillight, and is a round fitting about 2-1/2" in diameter, with a garden hose fitting centered in the middle.
The fresh water fill, on the other hand, is behind a rectangular white plastic door that's also on the driver's side, but more like where the couch and the kitchen sink meet (but on the outside).
The black tank flush is meant for you to hook a garden hose to (but not your drinking water hose) and flush out the black tank if you so desire.

PS: Later models of Chinook have all (most?) of the hookups behind a single door in the same area as the above-mentioned water fill. Before around 2001 or so they were individual doors like I described. Not sure where the black tank flush is on those later models, but if you hook a hose up to it, you'll definitely fill your black tank.
